Monopolist base
Software product
The company holds exclusive property rights to the software «Monopolist base».
The company provides usage rights on a paid basis, as well as engages in the modification, modernization and development of the software product in accordance with the current legislation of the Republic of Kazakhstan.
Information System
The software product is used by entities of natural monopolies, consumers, expert organizations, and authorized bodies in the respective areas of natural monopolies to ensure the information processes of tariff regulation.
The software product is hosted on the internet. Remote access to the software product is provided via the «Monopolist» Base web portal.
Digital tariff regulation
In accordance with the Law of the Republic of Kazakhstan on Natural Monopolies and the Tariff Formation Rules, entities of natural monopolies submit tariff budgets, investment programs, and reports on their implementation for approval to the regulator in electronic form via the «Monopolist»; Base web portal.

Payment invoice
For all private entities of natural monopolies, it is recommended to use the method of purchasing the service for the right to use the software product through offer and payment invoice.
To do this, you need to send a request for an invoice to sales@rater.kz. In the request, you must specify the BIN and company name, as well as the required number of users.
After receiving an invoice for payment, you should pay it, sign the issued electronic act of services rendered in the ESF system and obtain the right to use the software product.

Natural monopoly entities that are customers of public procurement may, in accordance with clause 28) clause 3 of Article 16 of the Law of the Republic of Kazakhstan On Public Procurement purchase a service worth up to 500 MCI for the provision of the right to use a software product in a single-source manner through the public procurement web portal

Natural monopoly entities that are customers of public procurement, have the right, in accordance with Item 5) Item 1 Article 10 of the Law of the Republic of Kazakhstan On Public Procurement to purchase a certificate for the right to use a software product through a competitive procurement method through an electronic store. This method of purchasing the right to use a software product is recommended to be used if the cost of purchases exceeds 500 MCI, but does not exceed 4000 MCI. A certificate for the right to use the software product Monopolist Base has been added to the electronic product catalog with codes KZTIN: 2870013416956, ОКТРУ: 1007-0001-0002-100009201
The rights to use a software product acquired as a product and as a service are equivalent.
Samruk-Kazyna Procurement
The subject of natural monopolies, fifty or more percent of voting shares (shares) of which directly or indirectly belong Samruk-Kazyna JSC to the right of ownership or trust management, v in accordance with subpoint 21) point 1 Article 59 Order of procurement Samruk-Kazyna JSC to purchase from one source services, if the total amount of services per year, excluding VAT, exceeds 1000 MCI.

The software product is an object of intellectual property. Rater LLP is the person who owns exclusive property rights in relation to the software product Base Monopolist.
